Dahlia was the high priestess of The Order, a group dedicated to birthing an ancient deity within Silent Hill. She believed her daughter, Alessa, possessed the spiritual purity required to serve as the vessel for this entity. The fire failed to kill Alessa completely due to her strong will and psychic connection to the town. Instead, it split her soul and birthed the Otherworld dimension.
